GTX 1080 Downclocking - Bad VR Performance

So I've been noticing sub-par quality lately with my VR experience. After running tests, I determined it is because my GTX 1080 is keeping its core clock at 3/4ths what the max clock should be, as well as keeping the voltage at around 2/3rds of the max (max in this case is the value if running a benchmark) during VR experiences (even during some non-vr games). Benchmarks work fine, they ramp up the card to where it needs to be to produce as much FPS as possible.

I understand this is part of some new tech that NVidia implemented, and the card "thinks" that at these lower levels, it's producing a good experience (and of course, it isn't). I have set power settings in the NVidia control panel to prefer max performance, I have set link state management in PC power settings to Off. These haven't changed anything, and now, I am stumped. In the past, I would be able to force constant voltage to my Gfx card, but with the 10-series, it doesn't seem like you can (using MSI afterburner BTW with an MSI GTX 1080)

Any ideas? Anyone else experiencing this? Most non VR games work fine, its only the ones which must have a lower GPU usage in order for the card to believe it can downclock and still provide good performance. My next step will be to start rolling back drivers, as I believe this wasn't occurring before the last couple driver updates.

I'm on the latest driver with a GTX 1080 SC and I haven't had any issues. Maybe have a clean-out with DDU and reinstall the latest driver, just to make sure?

DK2, CV1, Go, Quest, Quest 2, Quest 3.

@dougchism - 39c at rest, and in the high 60's and low 70's during play. 😞

So, after a DDU uninstall in safe mode, and a reinstall of the latest NVidia drivers in safe mode the problem semi-sorted itself out. My test game (robo recall) now pushes the card to what it's supposed to do, but the real issue is with another game I'm trying to run: GTA V using the grandtheftvr mod. With this game, it still runs the card at 1657 Mhz clock @ 800mV, no matter what settings I change, no matter how much I try and ramp it up. I have seen MSI Afterburner freeze though (never happened until this issue), and that may be the culprit; the software not allowing the card to ramp up. Will try further testing tomorrow, but any thoughts are appreciated.

What type of GTX 1080 do you have?  Is it a FE?

@e_m_d88 it's an MSI GTX 1080 Gaming 8G

added note. GTA V runs fine. Ramps up the card just as it should. It's only with this mod that the issues occur.

Update: It's not afterburner.

Seeing as the issue only occurs in this situation (afaik), I'm probably going to just give up on it, especially since I can't really get the mod to work well even with low FPS. Was excited to try it out, but it is still in beta, so can't expect a good experience for every user.

Thanks to those who tried to help. Will still try suggestions if anyone wants to throw them at me.
