Game not transferring to headset

We have a Meta Quest 3 and have just set up the new parental controls. My son requested a game on his account via the headset. I approved and paid for the game and have the receipt but I have emails saying I need to complete the purchase but the link doesn’t take me back to the store and when I click on the game it states it’s been loaded to the headset library. It hasn’t! When I click on the game in my sons profile on the app it still says awaits purchase but I have already brought it and have the receipt. So how do I get the game on the headset? 
I’ve uploaded loads of games but it just doesn’t work since changing the parental controls.

What’s the game and what’s the age range of the child account?

I’ve ran into an issue where Bonelabs couldn’t be installed on child accounts (10-12yrs). This is by design.

I know just enough about tech to look like I know what I'm doing.

We had bone labs prior to the change in parental controls and he has a 10-12yr account and I have got all his old games working despite ages once I had approved them., including bone labs.
This is for War of Wizards, it says he has been given access and it’s on the headset. But it is not anywhere to be found

Ah, probably just a software glitch then. War of Wizards is definitely all access.

Is the app up to date?

Has the headset been restarted/updated/reconnected to wifi?

I know just enough about tech to look like I know what I'm doing.

I have checked all of these, the app is up to date, headset re started, tried to re do the WiFi but just says connected, and the headset says it’s fully updated. Interestingly on the app under devices there is nothing, tried to pair the headset again but keeps saying there is a fault but he is still playing on it and I still get notifications on the app from the headset.
