Every time I open the Oculus store on my S6 it says I need to update 'Oculus'. I click Update Now and com.oculus.horizon downloads but does not appear to install (the download notification disappears when the download completes, and I don't see anything else happening).
Googling for answers suggests there may be a need to have some com.facebook.* services installed - I have installed the Facebook app but this didn't make a difference.
What phone carrier do you use? I recall Sprint phones (or carriers using Sprint's network) have a conflict with the Facebook services resulting in Oculus apps never installing.
I'm in the UK on Three. I bought the phone through Amazon unlocked if that matters (i.e. it shouldn't have any of the carriers services/bloatware loaded onto it.)
This is now fixed. In case it helps someone else: Support recommended a few things, the one which worked was uninstalling all Oculus apps then reinstalling them again by putting the phone in the Gear VR.
I had the same issue on one of our development phones (a Sprint Galaxy S6 w/ Android 6.0.1), and I was able to fix it by doing the following: 1) Factory Reset 2) Open Google Play and let it update all installed apps 3) Install Facebook and Facebook Messenger 4) Reboot phone 5) Install Oculus Store Update.
I did step 1 first assuming that would fix it, and only tried installing the Facebook app after everything else failed. It is possible that it would have been fixed just by installing Facebook.
