Help needed, Quest 2 link has become unusable

I recently upgraded my PC with a new Motherboard, CPU and RAM respectively, while keeping my hard drives, PSU and GPU, having had to reinstall windows in the process.
- Ryzen 5 7600
- Gigabyte B650M D3HP
- Kingston 16GB DDR5 5200MHz
- Asus GTX1060 6GB Dual OC
- Corsair RM650 80+ Gold
I finished redownloading all my games and was ready to hop into VR once more, but quest link has become a garbled unusable mess that also affects my PC to the point where every single action has a 2 second delay.
 
Quest 2's screen flashes between completely grey and the quest link UI (the wireframe environment and stuff) and the fps is reduced to probably 3.
 
Nothing i've done has helped, i've tried deleting and redownloading all my drivers, i've tried factory resetting my headset, i've removed all chipset drivers i got from AMD when i reinstalled windows.
I've also tried seeing whether or not power saving on my USB ports could be the cause but to no avail.
There is no difference between link cable and AirLink, i still cannot do anything in quest link either way.
I am at the end of my rope and really need help solving this issue.
