I have been playing Gorilla Tag for a while, when I tried playing the game on Quest Link, a lot of people in lobbies I join think that I am cheating because of the default controller prediction setting. High controller predictions can give a huge unfair advantage in the game, since the whole point of the game is to use your hands to move, you are able to push much harder and become faster than everyone else. How can I change this? I have looked in the Debug Tool and have looked online for answers and I couldn't find a way to change it.

Unfortunately you can't. At least not officially. The meta is silent on this.
Controller prediction is the biggest problem in fast-paced games in Quest 3.
People report similar problems with golf, baseball, ping pong and beat saber (overswing). Flying bats, jumping paddles and overswing.
A simple test. Hit one hand with the other to stop one of the controllers suddenly. In Quest 3 you will notice that the controller still follows the movement. It lasts for a short time, but enough to ruin the gameplay in fast-paced games, or to accuse you of cheating
In short, the Quest 3 is not suitable for games that require quick movements.

I am using a Quest 2, this is not an issue on standalone. But a huge issue in Quest Link, thanks for some more info.

I only came back to show you the competence of Meta support. Their strategy for solving problems, or dismissing the user:
- Do a hard reset
- Write a DM
- Complete silence
