How do i fix, “cannot purchase Additional Content”

Whenever i try to purchase anything from the store, an error pops up saying “cannot purchase additional content”. I tried using multiple devices and apps INCLUDING the mobile app…and the same thing keeps popping up. Does anyone know what is wrong, or how to fix it??
