I'm currently having the same issue,  contacted support and my case was passed to a "specialized team" it's now been 2 weeks at least and I've heard nothing and still can't purchase anything

You gotta go to meta store support and chat with them, weirdly enough they use WhatsApp for this, but after you chat with them they can escalate it to their "specialized team"
