The phone app is only used to activate and link your Meta Quest to your Meta account.
After that you got 2 options.
1-Quest is a standalone headset, just put it on and navigate the menus, get to the store and get the apps from there (directly to your headset)
2-Connect to PC with Oculus PC app here : https://www.oculus.com/download_app/?id=1582076955407037
Then hook it up either with a cable, or wirelessly.
OR
Buy Virtual Desktop on the Quest and Install the PC client on your PC (wireless only)

When you follow instructions, and any link, it is broken link. It pushes you to meta, which has no where to download. All help files go to pages that do not exist. Help files give wrong info, and menu options that do not exist. My old oculus app wouldnt add quest 3. So i ended up deleting meta app on phone, then was able to add on oculus. Reinstalled meta app, and you must buy games all over again (on same account) to use on both. Some work, but others you gotta buy again.
I rate the quest 3 a 3 of 10. Waste of money.

It required the meta app to fuction, without it...it had no menus, it was only passthru. You could only restart.
Terrible documentation. Horribly difficult set up.
Every link in setup goes to a page that no longer exists. The setup kept trying to get me to set up for a corporation, couldnt back out, had to restart. The headset would send a code that wouldnt work on desktop...literally every step had an error. It felt like i bought a vr from harbor freight. Even the cheap feel of the headset, which popped apart, and the very bad lanyards...it was a terrible let down to say the least. Its just so bad.

Yup, I feel you.
Came from Rift to Quest 3. Many games the developpers decided to make a Quest version instead of allowing cross buy (Unfortunately Beat Saber, Walking Dead are not of them).
Once set up though, Quest 3 is a better experience, but it need some adjustments.
1-Controller Dead zones. Not the same as a Rift or Vive outside tracking. A lot more deadzone to get used to.
2-Battery life. PC VR headset have no such thing. And with my kid and wife using it, 2h before a 2h charge is not long.
3- it runs on android and all that implies. It'll crash, it'll have issues, you'll need to restart now and then.

My whole comment was literally a link to the PC software you need, which I found by googling for "Oculus download". The rest of your comment seems to be relating to games that come in PC and Quest versions, visible in the PC and phone app separately, although I can't be completely sure. If you have used the same account, many of those games will be available to "buy" for free if you have already bought on the other format. Search for CrossBuy for details.

I concur, that the meta quest UX either on the unit or on the web or android app, it is all hot garbage with broken links, confusing convoluted bull**bleep**, and why is there no pc desktop app like steam, where I can simply manage all my stuff - games, apps, content in one freaking place?? Would be great to have full integration with any pcvr titles as well. Better yet I should be able to access even vr titles from either the pc or quest for spectating at the very least and perhaps a configurable interface on the quest that actually utilizes VR cleverly rather than only boring 2d menus. Takes clues from Valve and you might get a lot further Meta.
