Check bullguard/antivirus - looks like a recent update started blocking oculus downloads.  Had the same issue - fixed here:  https://forums.oculusvr.com/community/discussion/comment/616048/#Comment_616048

Can you try downloading the Oculus setup installer again and choosing Repair?
