I can not purchase any game

I bought a Quest 3 and received $30 through a referral. I want to use this money to buy games. However, whenever I try to make a purchase, I get the message “Request not completed.” The same issue occurs whether I try to buy on my phone or computer.

I have contacted Meta Support and sent three emails over the past three days, but they haven’t responded. What should I do?
