I can't access unknown sources even with developer mode enabled in Meta Horizon App

I did a factory reset, and now I cannot see unknown sources even though developer mode is enabled in the Meta Horizon app.

The Meta website says to do it through the Meta PC app. I can't install Meta Quest Link because my computer doesn't meet the system requirements. Is there another way to enable developer mode.

@RA.NCEIDH.VR  if you have dev mode enabled in the mobile app , in the headset go to the

Settings > Advanced > Developer, and then enable Enable custom settings and MTP Notification.

If link still doesn't work, try steamlink or virtual desktop.
