Since I have the same problem as other users here I will use a post from danno_da_manno:
I cannot purchase any content, games or game addons or anything digital on the horizon meta store. I have tried the website, phone app, and through the headset. I have deleted all my payment options and added and tried purchasing content with all my payment options including paypal as well as I even bought a gift card and added it to my account and still I am not able to purchase and content. I was able to last year but not now. I have escalated this issue multiple time, and tech support keeps telling me to try the same methods over and over like delete and re-apply payment methods, check with my bank to see if anything is going on there end, verify my info, and try deleting my app reinstalling, logging out of all accounts and try only purchasing on the website. Try to purchase using incognito mode. Nothin is working and there is no transparency into what is the problem with my account. I would have just created a new account but with all the games I purchased and game addons I would be at a loss, and they said that they are not allowed to transfer content to a new account. They claim that they are working hard on a solution but sadly I feel as though I am as insignificant as the expected casualties they plan for in the day to day business. This is very frustrating because I am the type to invest in an ecosystem and use it not just for games but I use it as well for work and studying. Very unfortunate. Please make it right and make it right now.
I want to buy games and products and thus support the VR development but CAN'T.
