I also don't have the option to send photos or videos...never had.
According to Meta Support, this is a regional thing (I'm from Germany).
So this feature isn't available all over the world.
So, if you're not in the US (you should definitely have the feature here), your region is probably the reason that you don't can't send pics or videos.
You don't need to create a new account - the new account would not have any of your purchases - so that's probably not a good idea.
If you wanna try that, you must factory reset your Quest and then set it up again with your account while using vpn..... no guarantee it'll work though.
