I lost all my games and have to pay to get them back how do I retrieve them?

I can't get my games back from my meta quest app I've tried but it keeps saying "Headset is Offline" and it's connected to my Internet, I factory reset my oculus quest 2 and now I can't have access to get back my games? I can't but the games for some reason.
