Is there an Oculus OS we can download and replace the **bleep**ty default with?

This is for Quest 3. Its based on Oculus tech. So there must be a version of their software that could be used instead. 

Any Oculus devs here?

I don't see why there must be an alternative OS just waiting to be used. The Quest 3 is underpinned by mobile phone technology - would you expect to be able to just install any other mobile phone OS and have it work?

And Oculus were bought by Facebook in 2014, several years before the first Quest headset was released.

Yes I know. But clearly its not really designed for VR. Oculus must have had their own software before Facebook bought it? Why aren't we using that?

Before Facebook there was only one released Oculus headset: the DK1. It's software was the 0.x runtime. (No OS, because those headsets had no OS, it was all PC based). 0.x ended around 2015. It had no support for controllers, inside out tracking, or ARM CPUs (in the Quest). It's also not compatible with any games from after 2015 since the runtime is different. So it wouldn't be of any use for a Quest 3.

How would I go about installing iOS on it then?

Unfortunately you can't. The kernel is locked and to be able to root it and install a custom ROM it has to be unlocked. From what I understand its not easy to accomplish.
