Issues with Hand and Controller Tracking When Using Oculus Link on Quest 3

I am experiencing issues with hand and controller tracking when using Oculus Link to connect my Oculus Quest 3 to my PC. Upon entering the Rift interface via the data cable connection, I cannot see the models for my hands and controllers, and hand-tracking controls do not respond. However, I can control using the controller's ray but can only see menu icons (such as the recenter icon) with gesture controls.

Additionally, when I attempt to run .exe games from my PC using Oculus Link, I am unable to use both controller and gesture controls, and the models are not visible. Interestingly, I briefly see the models flash when switching between controller and gesture modes. I encounter the same issues when trying to play games on Steam via Oculus Link.

There are no issues when using the headset directly (without streaming). What could be causing these problems?
