Lenovo Legion 9i w/4090 Laptop 3 dots black screen Quest 3

I have a brand new Legion 9i with a 4090 Laptop GPU.  Brand new Oculus app install rebooted my laptop many times and I am not getting a screen.  I am using the $79 official PC Link cable as well.  I have it setup so it only uses the dGPU only; just in case I didn't want it to default to the iGPU

I tried contacting support but they are slow and I want to test out the Quest 3 with this laptop.

any suggestions?

Also checked the USB test, and it passed with 2Gpbs USB 3.0

and no I am not using Geforce Experience either (not installed)

Just in case people think it might be under spec'd.

I was able to fix the issue myself

Uninstalled all the Visual C++ Redistributable and reinstalled the 2013 x86 + x64 and the 2015-2022 Redistributable instead.

Even though my laptop allows you to turn off the iGPU and only use the dGPU, by going into the BIOS.  I went ahead and made all the Oculus executable to High Performance for the 4090 Laptop in Windows 11.  Still nothing, black screen.
