So, I was so super happy whenever my link cable finally arrived. So I plugged the right cords onto my headset and then to my computer, nothing popped up. It keeps trying to find it infinitely. But windows did. My best guess is that it that the oculus app is a little bit broken. Also, yes, I checked if my cable was able to connect to oculus quest. Or, at least according to the link it is.

Most likely, the cable you bought is a 2.0 cable that, if so, will not work for Oculus. If your connector to the computer is a USB type A, you would easily distinguish it because the connector has to have a blue tab that indicates that it is a 3.0 or 3.1 perfectly valid for oculus, if the cable is two USB type C ports the only way to Identifying it is by the specifications of the box of the same and that you read that it is a 3.0 or 1. Normally the Android mobile phone cables will serve you as long as they comply with the aforementioned. Hope this can help you.

Forgive the question, but how do you know it is a 3.0? What type of cable is USB-C to USB-A or is it C to C?

Indeed as stated link can be finicky but it does work with USB 2 now but a lot depends on the cable itself.
Did you get the USB dialogue in the headset? | settings....developer....USB dialogue switch.
Are both headset and PC app on V35?

Obviously you have to have the Oculus PC application installed. I assure you that a USB 2.0 does not work, the 2.0 or 3.0 or 3.1 are data transmission protocols and refer to the amount of data that the cables support. You have not told me how is your connection from glasses to pc, whether from type C to C or from type C to Type A. and if you know what type of connectors I am telling you about. Explain a little better to be able to help you, I assure you that the connection of the Oculus to a PC is easier than the mechanism of a child's pacifier

If you have air-link active on the headset it won't work as the link cable.
When you connect to the pc it will have 2 prompts(in the headset) the first prompt you click deny, then you click enable link on the headset.
Also make sure your usb-c is in fact a usb 3.1 some times they only put them on 2.0 header.

That connection only lasts 24 hours unless you activate it as soon as you enter.

and if you enable it in the headset you have disable in headset.
