Linked Unknown Meta Account

My Facebook and Instagram was hacked in April and the hacker has created a Meta Horizon account with my profile but their email address. When I try to remove the hacker Meta account, it wants to send the code to the hacker email. This is happening also when trying to log in to Facebook after completing all ID verification steps.
