I have a massive lag in meta link interface similar cases have been documented over and over in the last 5 years by other users seemingly. Most of the cases linked the issue to AMD drivers or GPU settings for system or process level to make sure mixed GPUs don't cause problems.

What I have tried:
 
- Various drivers dating back to 2021 for both AMD (with AMD clean up utility) and nvidia 
- Repairing meta link after ea driver install
- Running on usb link and airlink
- upgrading Oculus firmware to v72
- high performance setting on pc
- disabling AMD gpu in Device mgr (which someone later discouraged in forums)
- selecting high performance GPU for ea process in the graphics settings (Win11)
- Hardware assisted graphics acceleration on/off etc etc
- Praying Hail Jensen 10 times
- Downgrading to Win 10 Pro (after someone complained win11 updates were causing issues)
 
Task Manager shows that processes are using nvidia GPU for OVRserver_x64.exe, steam and running VR apps. 
Nvidia is running above 75% in the Performance tab. AMD iGPU at 0%. 
The stutter lag makes it unusable (like several frames per second with distortions). It starts soon after starting meta link in Quest 2 or Quest 3 and happens not only in any steam app but also in Meta Link's home view.
I believe it first occurred about a year ago. I dont recall if it was AMD update, Meta update on either Oculus link or headset firmware. There was time it was actually working via cable or airlink.
Maybe its meta dev issue but I do find it incredible that decades later hardware companies still sell PCs with mixed GPUs despite that almost always causing problems.

One thing I would like to recommend.

If you are willing to try it. Get Virtual desktop. 

Yes it costs money, I think it is $25 (might be $20). Buy it and try it. Check reddit for best settings options.

Make sure you check the best settings options before you give it a try. If you have it setup and ready to go, you have 2 hours to mess with it. If it doesn't totally kick BUTT and fix all or most of the issues you are experiencing, return it.

You just need to download the VD client to your desktop. Set it up and make sure it is running proper. Then buy it and install it on your Quest 3. Launch and connect. Adjust the settings for the Quest (you adjust when you are connected).

I started with VD. it has always been the BEST. I tried Link and Steam just to check the experience. severely lacking in comparison.

It is worth WAY more that what they charge.

Here are a few steps you can try to troubleshoot your performance in Quest Link.

- Disable Wi-Fi on the Quest Headset. 
 

- Ensure your Link graphics settings are set to default:

  1. Open the Meta Quest Link app on your computer.
  2. Click Devices on the left side of the app.
  3. Click Quest and Touch.
  4. Click Graphics Preferences.
  5. Click Reset to default.
  6. Click Save and Restart
     

- Uninstall ASUS AI Suite or ASUS AI Suite 3 if installed
Note: This is an all-in-one application that allows users to make modifications to motherboard components such as CPU, USB, Wi-Fi, LAN and more. PC may need to be restarted after removing this software.
 

- Uninstall Oculus Tray Tool if installed, as it contains settings for resolution, super sampling, etc.

In the event this doesn't solve your lag issues, just let us know!

Tried it. Doesn’t work. Also i just hard reset the Quest 3.

Also as a side note. I remember my pc really kicking fan when playing VR via link. Now it doesn’t do that anymore. So I assume it’s not pulling all the necessary resources somehow too despite Nvidia working hard as per my initial post. Just a hint.

@supermarshall69   Your Link stuttering problem is most likely caused by too high graphics settings.  Could also be caused by a poor usb3 link cable or a motherboard usb3 port.

First thing to test is that the meta link device settings usb speed test gives you at least 2.2Gbps (you may need to run this 2-3 times to get a result).

If that works out ok then I suggest you try setting your meta link device graphics to 80Hz refresh rate with the res slider a few notches left of full right (1.2x).

Then Oculus Debug Tool set to all defaults/zero’s except distortion low, encoding dynamic bitrate enabled, and dynamic bitrate max 900mbps.

For nvidia control panel global 3d settings set all defaults except power to prefer max performance and below that change Quality default to high performance.

With win10/11 graphics settings disable hardware acceleration graphics (hags) and turn game mode off.

Try all that and see how you go.  Good luck mate and cheers.

Thanks for input. I’ll try that tomorrow playing with debug tool but I’m 99% certain neither are the issues. I have 3060 so I don’t think link’s home screen should stutter due to graphic settings. This is clearly either due to meta dev issue, amd mixed gpu issue, or both. Let alone that I clean installed over and over practically every piece of software and firmware. And it was working before just fine before meta and/or amd updates. Also, I’m experiencing micro lags right before it goes full on super low fps and lag. Micro lags have been documented in other posts.
