Meta Quest 3 will not show computer in Meta Link or Steam Link

My Meta Quest 3 will not allow me to connect to my computer. This was working several weeks ago. Since then I updated the software and switched to a new graphics card (5070ti). The graphics card is VR compatible and has functioned well since using it. I was almost exclusively using steam link prior. Now when launching steam link the Connect button shows as gray and say "cannot use different networks" (connected on the same network and launching air link on the VR doesn't register my PC as a compatible device. No VPN on PC. 

What I've tried to do to fix it:

  1. Turning off and back on airlink
  2. Reinstalling meta app and clicking repair
  3. Sideload of latest software update
  4. manually stopping and starting the meta service
  5. Flushing and resetting IP information

I have no idea how to resolve it. If it's on the PC side then I'm at even more of a loss.

I was able to resolve it by launching steam in administrator mode. Sometimes it's the simplest of solutions...

Some users have reported that installing the Microsoft Visual C++ 2015-2022 Redistributable packages resolved similar issues with Steam Remote Play.

If that doesn't work I would recommend going a bit more extreme:

To fully uninstall NVIDIA drivers, use Display Driver Uninstaller (DDU) in Safe Mode to remove all traces of the drivers, including registry keys and files, ensuring a clean slate for a new driver installation. 
 
Here's a more detailed breakdown:
1. Download and Prepare DDU:
2. Boot into Safe Mode:
  • Restart your computer and boot into Safe Mode. You can usually do this by pressing F8 or Shift+F8 repeatedly during startup, depending on your system. 
     
3. Run DDU:
Run the DDU application, Select your NVIDIA graphics card from the list, Click "Clean and Uninstall", Follow the on-screen instructions, and Restart your computer after the process is complete. 
 
Then you install the Nvidia Software and Driver on a clean slate and try again. I have seen a few issues coming up with misbehaving Nvidia leftovers that are causing current drivers to misbehave and causing all kinds of havoc that isn’t always directly related to the graphics card.

I installed the drivers and used the DDU to remove the drivers. Neither seems to fix it. It says "Streaming VR is only supported on the local network". I've also tried swapping the computer network to private from public. Also forced Ethernet to be the only option to guarantee it's on the same local network.
