Meta Quest Link app cant reach link service

ive reinstalled it multiple times, even tried using a different drive. ive restarted my computer multiple times, ive tried plugging my headset into my pc using usb c to usb c (no adapters were used) in a usb c 40gbps port, ive checked the crash log and got this

ive tried repairing aswell. now this isnt the first time ive used quest link ive had the quest 2 since it was pretty much new and the worst issue i had was my headset not finding my pc when trying to link despite doing the correct things. since the last time i played with the headset (just before summer for Australia so around November) what i have done is upgraded my pc (new mobo, ram, cpu, psu and case) essentially a whole new one and ive updated to windows 11. I have also made a new windows user aswell.
