Meta’s customer support stole my head set

I purchased an meta quest three that froze. I contacted meta they told me the would give me an advanced replacement, it is a month later I sent back the broken device I never recited a replacement the device is over 600 dollars. Meta is holding me hostage saying they have move it up to the next level. Why is a return taking so long? Or have I been robbed? The what’s app and messenger option for help are complete failures in my experience.
