Casting can get a little complicated sometimes with so many devices and applications getting involved, but we're happy to clarify things as best we can. The issue you are running into is that only the Primary account on a headset can cast to a phone, as only the Primary account can be tied to the mobile app. Other ways of casting (browser, other compatible screens, etc.) will work, but not to a phone due to that account limitation.
