My Meta Quest 1 is stuck on Updating 1 of 2.

My headset was working fine until a week ago. For some reason it started giving me error unable to connect to your account. So I tried multiple things nothing worked so finally decided to do factory reset, erasing all data.
Now its stuck on Updating 1 of 2. Shows continue setup in Meta Horizon App. 
I have already done this factory reset over 7 times... Nothing happens for 2-3 hrs and over... 
Its just stuck showing Updating 1 of 2. 
On my phone its just keep playing safety animated video in loop. 
Attached is the snapshot. How do I continue setup? Please help...

the set up of a Quest 1 does not work with the current version of the Meta Horizon app, you need an older version of the mobile app-

Look here, the solution describes what to do and includes a link to a version that is working.
