This has happened six times now. Each time I attempt to make a purchase with Oculus, my bank (CIBC) registers the transaction as fraud. I have to call the 1-800 number to re-enable my card each time. Facebook needs to work with this bank to figure out why it seems to think Oculus is a scam company.
Maybe try opening a PayPal account and link this card to it. Your Bank may be less likely to question secure purchases done through PayPal. You will also need to link your PayPal account as your preferred method of purchase in your Oculus account.

5 years on from your note and this has happened to me twice the past few weeks. Monzo bank just freezes my card when I try to add a payment method - what annoys me most though, is that I ALREADY have the card on my Meta account as the payment method, but for some reason it asks for a new one in their app when approving my sons purchase!? These tech companies drive me crazy, I've lost weeks of my life sorting issues out for my kids, talking to people in 'support' in far away lands.
