My facebook account was hacked and was used to create a fake Meta account in my name

My Facebook account was hacked yesterday, likely using a session hijack exploit. I have two factor authentication and a randomly generated long and complex password. 

While in control of my account the hacker charged my connected PayPal account $11.99, apparently to set up a 'verified' meta account in my name. PayPal has recognized the transaction as fraudulent and I have deleted all monetary instruments from the PayPal account. I have changed my passwords as well.

However, the hacker has activated two-factor authentication on the fake Meta account but the email address is in no way associated with me or my account. I am unable to delete the parasitic account because of this. The hacker still has access to my FB account because of the meta link.

I am happy to verify my identity and valid ownership of the account. Please help me.

I appreciate that, but I've been there. I'm feeling helpless; can you be more specific? That link doesn't lead to a form. I literally cannot shed this hacker's account access without direct help from Meta.
