New kids policy - broken

I am so confused. For the past 3 years my 11 year old has been safely enjoying his oculus with his friends. Now meta has blocked his ability to play any multiplayer game with them due to new age restrictions. The update meta sent him yesterday (see below) seems to fix the problem but clearly has no implementation. Is there any solution for kids under 13 besides creating a fake account as an adult and giving it to him?

Here are some of the key updates we’re making:

  • You will now be able to follow others and have followers. Your Meta Horizon profile is automatically set to private. That means anyone who wants to follow you will have to be accepted by you or your parent. Now, your parent can choose to manage who you follow and who follows you in Family Center.
  • Your parent can add users as approved contacts that you can call and chat with. You’ll also be able to send or receive invites to join your approved contacts in an app or experience. You or your parent can remove approved contacts anytime in Family Center.
  • Your parent can control who can see your activity in virtual reality with privacy settings in Family Center. Your Active Status and the app you’re currently using will automatically be turned “off” or hidden from others unless you change these privacy settings in Family Center. Your activity will only be visible to you, unless your parent changes that setting.

In addition to the email sent to my child, I received an email saying I had to confirm the new privacy policy for changes to take effect.  However, I keep getting an error every time I try to.
