Not receiving verification code via SMS to set up 2FA for developer mode/still not verified

I have typed my phone number in correctly many times when it prompted me to, but whenever it said it was sending the code to my phone that I needed complete setting up two factor authentication it would never send. No matter how many times I've tried or other ways I typed my phone number, I would never receive the code. Setting up 2FA with my authenticator app worked fine but for some reason I'm still not able to create an organization to enable Dev Mode on my Quest 2. Do I need both my phone and my Authenticator app linked in order to be verified and gain access to creating an organization and entering Dev Mode on my Quest 2?

I was facing the same problem.

Got it resolved after I made 2 changes:

Got out of VPN, and got out of private (incognito) window.

So log in to your dev account using a regular browser and without using VPN, and try again. Hope that works.

The same happened to me. Still don't know what to do. I tried this multiple times. And with the authenticator app too. That did nothing. So if you do find a solution, just know I'm out here looking stupid not being able to sideload games 😞
