Not receiving verification code via SMS to set up 2FA for developer mode/still not verified

I have typed my phone number in correctly many times when it prompted me to, but whenever it said it was sending the code to my phone that I needed complete setting up two factor authentication it would never send. 

i don't use vpn, private window. i already send a pm to metaquest support.

But they say  " 

Here at Meta Quest Support, we do not have the tools to assist with Developer Accounts and their verification.

  1. Go to the Developer Support Center and click on the "Sign In" link in the upper right corner.
  2. Sign into your Developer Account.
  3. Then use the Contact Us form to create a Support request.

We hope we were able to clarify this for you!" 

it is just message problem. why am i have to go and ask to developer support center?

when meta send to me a code, every problem will solve!!!
