Oculus ADB drivers wont install

I'm doing everything correctly, unzipping the file, right clicking and installing the android_winusb.inf. Then in device manager, Oculus ADB interface has a code 10 error: "This unit can't start". I've tried to uninstall and reinstall the drivers several times but this error never goes away.

Hi there, @metaquestpc! Thank you for reaching out to us today in regards to this issue. We're sorry this issue is ongoing for you and we would love to get this resolved for you. In order to do so, we have some troubleshooting steps for you to try and resolve this Oculus software issue. The driver will need to be uninstalled and a clean driver installed.

  1. Disconnect the Link/Rift S/Rift cable from the computer
     
  2. Uninstall the graphics driver. This should be done through the control panel, as uninstalling a driver through the device manager may not remove all files or applications associated with that driver (see the Microsoft KB article). 
    1. In the search box on the taskbar, type Control Panel and select it from the results.
    2. Select Programs > Programs and Features.
    3. Scroll down the programs list to locate the graphics driver.
    4. When located, right-click on it and select Uninstall or Uninstall/Change.
    5. Follow the directions on the screen.
       
  3. Restart the computer. Without a graphics driver installed, Windows will default to a standard VGA driver, and the display resolution will likely be lower than what it was previously. This is normal.
     
  4. Download the latest driver for your graphics card from the manufacturer's website
    • Nvidia: Download the latest drivers from the GeForce website directly at Nvidia Drivers
    • AMD: Download the latest drivers from the AMD website directly at AMD Drivers.
       
  5. Restart the computer again.

     
  6. Reconnect the Link/Rift S/Rift cable and test to see if the problem has been resolved.

I find that I get this error when I have my Quest 3 connected to my PC with my link cable and the Quest 3 is off.

The reason I'm replying to this is that I'm having issues with the ADB driver when the Quest 3 is off and when it is on.  When The Quest is off I get an endless loop of code 10 errors and when it is on the code 10s stop, but the ADB driver still does not show up in USB Device Tree.  The newest Quest driver I can find (oculus-adb-driver-2.0.zip from 2019) is installed.

I sure would like to know how updating the graphics cards driver has anything to do with the original posters issue and if it helped him.
