Anytime anything fails to install on a windows pc then I question the health of the operating system.
When was the last time you scanned for viruses and or ran check disk?

To run check disk you click on run then type in CMD........  windows will search for it and when it finds it then
right click on it and choose run as administrator.
a black box will pop up and you type in    chkdsk c: /f                       /f switch is for full scan
The scan take anywhere from 2 minutes to 45 minutes depending on the size of drive you have and the health it is in.
