I recently purchased the Quest 3 as I had other issues with my Quest 2, but they both similarly had the same issue in which when ever I boot up Oculus link using a link cable my actual screen and headset tracking get thrown out of whack and don't sync of to each other.
My computer drivers are updated, along with the Oculus software. I've done about every fix imaginable and searchable across the internet and nothing has helped.

First, Has this always had these issues when using your headset for PC VR? If not, when did it start?
Next, have you tried Air Link by chance? Even if not ideal, if you have the same problems of desyncing, or if it just has performance issues, it gives us some good information on where to look for issues.
And for our last thought at this moment, have you tried changing the bitrate ? This can be done using the Debug Tool.
