Oculus PC app stopped working

Please help! 
My Oculus Quest 2 was working fine with the same PC before using the Oculus PC app with Link (USB). 
The Oculus PC app stopped working. The last time I'm sure it has worked fine for me was on June 12th. My windows, nvidia, etc are up to date. Internet connection works well. Tried reinstalling/repairing the app. I've looked through various solutions here/on reddit/google with no positive results. 
The mobile app seems to work fine and can see my Quest2.
My Quest 2 seems to work fine as well. But I want to play PCVR. 

After login the app is stuck at trying to load. It keeps creating log files and opening itself many times. 

Some errors from the log file:

This is very frustrating. It was surely working before. And reinstalling it didn't help.

I think I've fixed it. Seems to work fine for me now?

Tried using hidden Admin account - didn't fix the issue.
Then I've tried removing anything Oculus related on my PC including in registry. Reinstalled the app. The issue still seemed to be there.

[RemoteHeadset] Failed to open cert pem file.
The file it's referring to can be found in registry (regedit) under

/HKEY_CURRENT_USER/SOFTWARE/Oculus/RemoteHeadset/AirLinkPairing/CertPath
I suggest to check if the path on the right side looks correct. Fix any possible issues related to language packs, registry and so on. I live in Ukraine and my "user" folder is in cyrillics. Oculus was not able to recognise it at first and showed C:\Users\???????\AppData\Local\Oculus\Airlink\cert.pem instead. 
Replace ????? with correct value and proceed with further step->
a fix for "?????" instead of cyrillics I suggest to check via Google. Because I'm not sure about the perfect solution. 
For examle I've changed some values here:
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Nls\CodePage]
"1250"="c_1251.nls" ...etc
But I've read that this may not be ideal and may cause issues. It works atm though.

Howdy! We see you're experiencing issues with Oculus Link while utilizing the Oculus PC app. As this can really enhance your VR experience, we'd love to take a look at this. If you can, try uninstalling and reinstalling the PC app as this may help. Please continue with the following steps:

  1. Disconnect the Rift/Link cable from the computer
  2. Disconnect your computer from the internet
  3. Backup any necessary content. You can find steps on how to do so by clicking here.
  4. Reboot into Safe Mode. You can find steps on how to do so by clicking here.
  5. Uninstall the Oculus PC app using the Control Panel. You can find steps on how to do so by clicking here.
  6. Delete all Oculus folders from the following folder: C:\Program Files
  7. Remove any Oculus folders from the following locations:
    1. C:\Users\YourUserProfile\AppData
    2. C:\Users\YourUserProfile\AppData\Local
    3. C:\Users\YourUserProfile\AppData\LocalLow
    4. C:\Users\YourUserProfile\AppData\Roaming
    5. C:\OculusSetup-DownloadCache
  8. Restart your computer in normal mode
  9. Reconnect your computer to the internet
  10. Install the Oculus PC app again using the setup tool from our website here
  11. Reconnect the Rift/Link cable and re-test the headset.

Hi there,
Did all of the steps above,
logged into with my Facebook account.
Then I get "Can't reach Oculus service".
While at the same time it endlessly tries to open/load creating a bunch of copies of itself:

After all of this I tried removing 
RemoteHeadset.dll and RemoteHeadset_v55.dll
from
C:\Program Files\Oculus\Support\oculus-runtime\server-plugins

Once this was done the app would start (skipping the endless loop?). But then I can't connect my headset - it won't see the usb cable at all. (the cable 100% should work). And I get the general USB popup in the quest 2 screen. Tried both option with access enabled and disabled. 

Tried enabling PTC for my headset using the Android app. The Quest 2 still won't connect to the desktop app.

What does this mean? The app used to work fine. There should be nothing wrong with my account or product. This is very frustrating. This used to work fine for me 😞
