One of the worst thing's i've both loved and hated meta for doing was increasing the headset size of the oculus quest 2 base model. As many developers already had hugeeee apps on it, And it kept coming higher and higher with their own exclusive games.
But the thing that has sucked for me and many other current users, Is the fact you can't be provided a free replacement or upgrade from meta to get you're still owned headset up with the times. Making my current headset just chug because it has only 1 gig of space left (Every game installed on it is one's i actively play.)
For this, I'm considering ditching meta headsets even though i love standalone. And just buying an external 1tb ssd to install vr games onto as a solution. (PCVR Headset)

Do any companies provide free replacements or upgrades for any tech?

Nintendo replaces Joy cons (60 Dollars Controller's) when people had gotten joy con drift, Stadia refunded me and a bunch of others every game and their subscription service brought for the product, Microsoft offered replacement Xboxes to users with the red ring of death, Sony offered replacement dual shock 4 controllers to users with stick drift, And dead pixels on their PS vita, During the switch to the OLED model.
Of course, None of these were recalls. You had to go through the site or talk to support to have the technology replaced. (Besides stadia, I really miss that product.)

You’ve described replacing due to faults, does your Quest have a fault? If it’s still under warranty and they no longer have your model of Quest in stock, Meta are obliged to replace with a later model they do have in stock, same as those other companies.
If your Quest doesn’t have a fault or is past its warranty period, then no, replacements don’t happen just to update customers to the latest.
its generally known that Quests were sold at or below cost, subsidised to grow the user base. with the business plan that software sales or advertising would make it successful, The Quest Pro was the first headset where Meta stated it wouldn’t be subsidised.
It’s already a pretty good deal which is reflected is the price of other manufacturers hardware.

(I haven't fully read the message)
As a buyer I've just accepted the fact that I shouldn't of bought this as my first headset knowing that I'll have to upgrade later for a reasonable and more relevant amount of storage. A reason I'm picking to just go PCVR and leave standalone as another "concept" because the same thing of needing a warranty and trusting the company goes, And Facebook wouldn't do anything for their buyers with the state they started selling their products, And setting up the product's telemetry too. (So I give up thinking the intefreior older headset lineup would atleast get all its flaws fixed with a higher storage amount for all currently owned units. This headset didn't deliver on the perfect standalone product because it's limited to having up to 4 games at once, And no way to to mod it for better battery optimizations.)

Larger storage doesn’t affect PCVR, in fact, if PCVR is the only thing you want the headset for, you should choose the smallest storage option so that you’re not wasting money. Storage only means you can fit more standalone games on the device.
As I said, Meta already subsidised the headset so users benefit from that subsidy. If you’re not interested in standalone other than as a concept, you’ve benefitted from the subsidy without Meta benefitting from you as a customer buying software from them. That’s a win for you.
But you’re saying you want another updated headset from Meta for free or with an extra discount? Meta have already made a well reported net loss on VR so far with a business plan that’s based on making a net profit at some point in the future. They’re not going to do that if everyone expects what you’re asking for.

You should have read the reply - it's a good one. I'll summarise - everything you listed is the result of a fault, or in Stadias case, a service shutting down. You still haven't listed a single company that upgrades or replaces devices for free, just to keep them current.
And if you can only get four games on your Quest, you must have chosen the four biggest games. Most are only a gigabyte or two so even the smallest headset can hold quite a number.

Population one, Bonelab, Blaston, Pavlov and virtual desktop.
But seeing how I'll get better value in terms of availability, Aka display resolution and screen refresh rate with upcoming PCVR headsets, Knowing that standalone headsets still have no SD card tray, Or new storage extendability. I'll stop using newer headsets like them off the market and switch to the PCVR market to deal with the equivalent con. (My cheapest android phone has 128gb. I'm just not wanting a VR headset with less then that as it would barely be able to install these new games without having to delete what I regularly play.)
