I have the current original oculus rift headset that I purchased many years ago. I am considering purchasing MetaQuest headset. Is my entire library associated with Occulus Rift available to me in the new MetaQuest headset

@kenknowlton your library will still be visible to you if use the Quest 3 in PCVR mode, where you connect your headset to the PC with a cable or stream the PCVR content to the headset over wifi.
Note that your PCVR library will not be stored on the headset.

Assuming you've migrated to a Meta account (the deadline for that was March), there's a few ways to play games.
First, as oculusness said above, the Quest 3 can go into a PCVR mode where it effectively turns into a Rift. You must connect to a PC (the PC plays the games just like with your Rift, then streams the video to the Quest). The official solutions for this from Meta are a USB cable (Link) or wifi (Airlink). Both are built in. There's also the third party solution Virtual Desktop (costs money) that uses wifi. The final option is SteamLink, it's also wifi, but it only works with your Steam library, not your Rift library.
So as long as you have a PC to connect to, your entire Rift (and Steam) libraries are playable.
If you don't want to connect to a PC (you want stand alone gaming on a Quest), then the following applies:
Second, some games are "cross buy". This means if you own the Rift version of a game, you also get a free Quest version. Go into the Quest store and you should see some games as "Get" or similar instead of a price. This means you already own the Quest version. One of these is Pistol Whip, it's cross buy.
Third, for non cross buy games, you'll have to buy them a second time if you want the Quest version.
Finally, some Rift games have no Quest version. You can't play them on a Quest standalone. The only option is back to number one above and connect to a PC.
