I know this will be a controversial topic, but there has been a enormous modding scene on Quest 1, 2 and 3 with people installing Nexus/Other mods into their games without needing a phone or computer. And the introduction of Scoped Storage in V51 slowed modding for a month with the blocking on /Android/data, but a work around was eventually found with Scoped Storage that allowed access to all the juicy game/files/Mods folders. But the V63 update has stealth updated Scoped Storage without notice and imposed additional restrictions that are more strict then Android 13. This update will stop the average of 20k users a day from installing mods on a device they own without needing a computer or phone.
Just to state, if I point Scoped Storage to /Android/data, in the past, it would allow the user to grant access to the folder. But after V63 it and all children are blocked due to privacy concerns.
Now still, a user can plug into their computer and access the the /Android/data content, which kind of makes locking it up from itself a weird flex of requiring a PC to mod their games.
Solved! Go to Solution.

How to get OBB and data folder working again
**Step 1:**
Download Shizuku APK file (https://github.com/RikkaApps/Shizuku/releases)
**Step 2:**
Download Lightning Launcher (https://github.com/threethan/LightningLauncher/releases/)
**Step 3:**
Open BOTH Shizuku a AND Lightning Launcher, BOTH should appear infront of you
**Step 4**
In Lightning Launcher, Open Android settings, **NOT HEADSET SETTINGS**
**Step 5**
In Android Settings, Scroll until you see "About Device" or "About Headset"
**Step 6:**
In Android Settings, Tap the "Build Number" like 10 times or something till it says "You are a Developer!"
**Step 7:**
In Android Settings, Go back (Same place you found About Headset) Then scroll download to "System" then go to "Developer Option"
**Step 8:**
In Android Settings, Scroll down to "Wireless Debugging" and Enable it then click on the left side of wireless debugging to show screen and get pin number for shizuku
**Step 9:**
Now it should says "Allow" or "Don't Allow" then choose "Allow". After that click on "Pair with code"
**Step 10:**
In Shizuku, Click on Pair with code then type in the 6-digit code from wireless debugging screen
**Step 11:**
In Shizuku, Scroll up to "authorized apps" and enable it for "NP File Manager" **-->
**CONGRATS YOU CAN NOW OPEN OBB AND DATA FOLDER, KEEP IN MIND YOU HAVE TO DO THIS EVERY TIME YOU POWER ON YOUR HEADSET/RESTART IT**

Hey everyone! My apologies on the late reply; I've been communicating with the team about this every week and I've now got something worth sharing. Here is what the team has provided me:
We have received feedback regarding the recent adjustments to folder access and modifications (mods) on Quest. While the issue has been addressed by requiring user permissions for some specific actions (i.e. giving developers the option to allow access to scoped storage for their apps), we understand that this may have presented challenges for some of our customers. We want to assure you that we are dedicated to delivering a stable and secure platform for all.
In an effort to maintain the functionality and security of our devices we need to adhere to the specific guidelines Android sets for its operating system. When Android issues updates from time to time, the new guidelines and restrictions can impact our users' current experiences.
Thank you for your understanding and patience. We value your input and will continue to work towards providing the best possible experience for all of our customers.

Basically this means that they will not fix it.

so we waited 2 months for something that could be communicated 2 months ago. Typical corporate tactic to wait out the problem.
The issue here is now I'm even more keen to switch to a different product that would be more open to let it's users explore possibilities it holds inside

so in other words. we should start rooting our headsets to have user freedom. time to switch to pcvr
