Quest 2, I can no longer use my device, I've rebooted many times now, and it's the same:
- I'm in passthrough
- I have the 3 blinking dots
- The menu never appears
- When moving my controllers they vibrate and I can see that they interact with something, but can't see it
- Tried clicking on random things without seeing what I'm doing, sometimes the passthrough floor height mode is triggered...
My Quest is bricked at the moment, I can't do anything. How do I reset it?

That's great to hear, everyone! It looks like the PTC v65 received an update, which seems to have resolved the issue. I also received word from our engineering teams that v65 should be rolling out sometime soon. Keep an eye out for the update and let me know if there are any other changes!

Well, I opted out of beta and that factory reset my device, which fixed the issue ¯\_(ツ)_/¯.
Not gonna try the betas anymore, that's just too much of a hurdle.

Hey, BoDlulu! I appreciate you bringing these issues up about PTC v65. I'll go ahead and flag this with our engineers so this can be looked into. If you can, can you remember the full version number of v65? This can help our engineers better work on these issues. Let me know when you can!

I also encountered with this bug.
I eventually managed to escape by entering power menu and click "cancel", then click at the position which is supposed to be "continue" button of USER SELECTION MENU.
So actually, it is USER SELECTION MENU not showing, and is related to changes to the system menu in passthrough mode.

Thanks for sharing that info! I'll pass this on to our engineers so they can be aware of it.

Same issue here. My Quest 2 just updated to PTC v65, and I too have the issue described by the OP, where the Login dialog isn't showing, and all I see is a line of 3 animated dots, and the headset is in pass-through mode.
It stays like that forever...
However, using the workaround posted by @domexie above, I can click where the "Continue" button would be, and can then proceed.
I did notice that it I go to the Power menu, then hit cancel, I do see the Login dialog for < half a second, very briefly, but then it goes back to the 3 dots again.
All is ok though as I can just use the workaround should the headset get restarted.
I've attached a pic of the software versions that I see once i get in

THIS IS NOT A SOLUTION - MARKING POST FOR VISIBILITY
Thanks for sharing that info! I'll inform our engineers. In the meantime, if the workaround that @domexie is still helping, I recommend continuing to use it while our engineers work on a fix. I can't seem to pull up the image that you shared. Can you try sharing the photo again to the post? If you can, try to copy and paste the image instead of trying to upload it.
If everyone can, can you all please share the full build number of the update on your headset? I can pass that info on to our engineers so it can help them find a fix for this issue.

Hi,
I've copied and posted the image in, rather than attach it. Strangely I can view the attachment in my prior post with no issue.
Hopefully you can see the image below:
Version: 65.0.0.363.341.588757515
Runtime Version: 65.0-.0.365.344.588757213

Same experience here, needs a touch on the power button to bring up the restart dialog, hit cancel then you have about 0.5 seconds to hit the continue option on the user selection dialog. I imagine if it was set to require an access pattern you'd have no chance.
Versions as follows:

This is mostly fixed on my Quest 2 with today's update.
releases-oculus-12.0-v65
hollywood-user 12 SQ3A.220605.009.A1 50864850049600150
65.0.0.435.341.591438714 (Version)
65.0.0.437.344.591438818 (Runtime Version)
I had a black screen the first time switching from a newly added account to the admin, but poweroff/cancel brought up the selection menu. Subsequent switches have not had a problem.
