Performance Issues Only in SteamVR

So recently I just got the Oculus Touch bundle with an extra sensor and I've been having this issue for quite a while.  When I say I've tried everything.  I'm 100% sure I have tried ABSOLUTELY EVERYTHING.  Every game works buttery smooth with Oculus home.  I tested it between Rec Room on Oculus and Rec Room on SteamVR.  For some reason with the SteamVR version.  It makes everything play at something lower than 90 FPS.  Almost like everything is 85 or 80 FPS.  It tracks perfectly enough, but my hands are always lagging around just by a bit so I can see the trails.  It's driving me absolutely mad because I really don't know how to fix it.  I've reinstalled EVERYTHING.  Oculus and SteamVR.  I've rolled back my GPU drivers as well as updated them.  Turned off all of Asynchronous Reprojection and interleaved reprojection.  I've also got always on reprojection off.  Nothing has solved it.  


Every game from the Oculus store runs absolutely fantastic on max settings with 2.0 SS.  My controllers look buttery smooth in my headset.  Like i said with Rec Room.  It looks buttery smooth from the Oculus Store.  However from the SteamVR store version it runs permanently below 90 FPS.

GTX 1080 Ti


i7-7700k


16 GB ram


I should so add that all monitoring programs say my FPS is maxed at 90 in SteamVR.  I have reached out to every resource possible on Reddit and also contacted steam support.

SteamVR runs as an extra layer on top of the oculus sdk, so it's going to add a performance hit compared to a native oculus app. It's like having a conversation with someone using a translator because you both speak different languages, that's not as fast as speaking the same language.

But would it be possible to run it at native 90 FPS?  No matter how much I lower the settings it always seems to be locked at something lower than 90.
