Howdy, I just got my 3S and prior in the Quest2 -- I was able to set physical keyboard settings, but now in device settings even though it displays "keyboard" in the panel preview before I select "devices" ... the option is simply not there in the sidebar (bluetooth, mouse, stylus, gamepad, etc are).
There's no way this was removed. So guessing it's a bug? I factory reset the device already, and it's not there still.
I tried following, the link below (which again works for Quest 2):

Also, I can't screenshot from the device; (Blank / black window when trying to screenshot settings...)
But I'm looking in:
Settings -> Devices -> Keyboard (But Keyboard Is Missing From Sidebar, So Can't Select It).

Hey there, thanks for getting in touch. This certainly does not sound ideal! We recommend submitting a bug report. Also ensure your connected keyboard is in working condition and is supported, if possible try a different keyboard and check to see if the setting appears as it may not be getting picked up correctly.
If there are no hardware issues and the problem persists please reach out to us via DM so we can work with you to troubleshoot this issue along with your screenshotting problem further!

I tried my `MX Keys Mini (Universal Pale Gray)` and `Logitech K380 (For Mac)` keyboards (both of which worked with the Quest 2 and officially support via the "Tracked List").
Both connect and type (under the default Qwerty US layout) on the Quest 3S but no options for keyboard under devices appear. I have hand-tracking enabled as-well.
In the Quest 2, I could go to to physical keyboard options and choose an alternate layout -- like Colemak US.
And yes, I can dm. Because I don't believe it's a hardware issue at this point.

Hi! I have the exact same issue. Reaching out to support didn‘t help (I only got a standard mail with dead links) and I already tried a factory reset. I want to use the Apple Magic keyboard, but the keyboards section is simply missing in Devices. I tried with a bunch of different keyboards, all if them can connect and type, but there are bo settings available.
I wouöd really appreciate a properly working keyboard on my Quest,
