Poor performance in "The Climb" - EVGA 980 TI HYBRID - Low GPU & CPU Usage

Hi,

Just wondering if anyone has experienced similar problems with the 980 TI?

When running The Climb, just looking around standing on the first ledge my frame rate fluctuates wildly between 50-90. All the time this is happening my CPU & GPU usage never really goes above 50/60%. I have been advised that this could be thermal throttling or interference from another program running on my system, but I can't seem to get any further on diagnosing the problem, I've tried all I can think of.

Here's a typical example of my performance on The Climb :

As you can see, CPU & GPU are low, FPS all over the place, and temperatures top out at ~40c.

Anyone managed to overcome a similar situation?

So, I'm running an i7-6700k and a GTX 1080, and The Climb is only managing like 15fps

I clarify, if I hit the Xbox button to go to the oculus menu, oculus home, other games, anything else basically, everything runs perfectly smooth. The climb runs so bad that any movement of my head causes black to crop in from the side, since ASW is working overtime. It's really, really slow. Graphics card is not doing any thermal throttling, it's barely being utilized.

Weird, I have an i7-6700K and a 980Ti and the climb is as smooth as butter.
Modded Coolermaster RC-1000 Cosmos/1000W Corsair HX Series i7 6700k o/c to 4.7ghz Corsair H100i water cooler. Zotac 1080Ti 16 gb DDR4 o/c to 3000mhz Predator XB271HU 27" 2560x1440 IPS G-Sync 165Hz

Were you able to figure out a solution? I'm having the exact same issue. The Climb and The Witcher 3 are the only 2 games I've come across with this issue. Getting 10% GPU usage. 

Specs:
I7 6700k OC 4.5Ghz, Asus GTX 970, 16GB RAM, Running off of PNY XLR8 SSD, Thermaltake 850 Watt PSU,  on Windows 10. I've been in the PC Repair industry and a hardcore PC gamer for close to 19 years. Honestly this is the first issue I have not been able to track down the root cause of. Dying to play this and blood and wine.

peteclark82 we should exchange SystemInfo and dxdiag dumps to see if there are an commonalities. I have yet to come across anyone else with this issue

Did you try logging various stats via apps like MSI AfterBurner?

In case anyone is reading... PSUs are a tricky component. There are some models and even whole brands where the PSU is, despite the high rating, are in reality, highly inadequate. Some split the power across multiple rails, where you can easily overload a single rail causing the PSU to fail in subtle ways (like the above). I'm not sure the non-subtle ways are any better, like poof, no power at all.

And then there's the general issue of the exception even among the "better" PSUs that fail over time or random manufacturing defect.

Example, I built my previous PC back in 2010. Within one month, the Corsair AX1200 failed. Got it RMA'd and replaced by the exact same model. Even now, the replacement is still going strong. But even so, if it fails tomorrow, I wouldn't be surprised.

Yeah I have, CPU/gpu temps are excellent, have a corsair carbide 540 air case packed with 7 noctua fans. The gpu is registering perfcap reason in gpu-z as util. 
I tried attaching climb.exe to crysis 3 profilein nvinspector (C3 runs beautifully at max) still no go. I also ran into this problem with back to dinasour island 2 demo on steam, it runs so slow that I see black frame when I rotate my view. Like the pereferal image isn't drawing for several frames. 
I was thinking psu also but I can run just about any other game on max setting with low level dsr. 
Pits like the driver isn't recognizing the game as a game. I also tried forcing p-states to no avail so it's not a throttling issue. 
The witcher 3 issue I'm stating to suspect is game related. It runs amazing in the open areas but once I hit a populated area it tanks, my old gtx 680 ran it better in cities. 

Does anyone one know where the config files for the climb are stored? I had no luck finding them in the game dirs, program data, or user app data folders.

Did you check EACH CPU core or just overall average?

It sounds like it's overworking the CPU... but a 6700k shouldn't be having that problem for these two games.

Yeah CPU is fine on all counts. I'm completely stumped. Going to start looking into how to run event traces and any other diagnostics I might not have heard of tomorrow. 

My my psu is a thermaltake SP-850M, I've never dug into the in and outs of power distribution in a psu before so I'm trying to figure all that out to see if all the components I'm running might just be to much for it given its age or just in general. Once I have the extra cash I'm just going to replace is it with a thermaltake toughpower 850, has some fantastic monitoring software. 

Oh also ran ddu uninstall this morning, didn't reinstall gfe or 3D vision either. Also tried killing background process with razed cortex. Still no go. Dpc latency is good. Hpet is enabled.

Did anyone mention having hyperthreading off ?
A PC with lots of gadgets inside and a thing to see in 3D that you put on your head.
