Poor performance in "The Climb" - EVGA 980 TI HYBRID - Low GPU & CPU Usage

Hi,

Just wondering if anyone has experienced similar problems with the 980 TI?

When running The Climb, just looking around standing on the first ledge my frame rate fluctuates wildly between 50-90. All the time this is happening my CPU & GPU usage never really goes above 50/60%. I have been advised that this could be thermal throttling or interference from another program running on my system, but I can't seem to get any further on diagnosing the problem, I've tried all I can think of.

Here's a typical example of my performance on The Climb :

As you can see, CPU & GPU are low, FPS all over the place, and temperatures top out at ~40c.

Anyone managed to overcome a similar situation?

Yeah tried that a week or so ago. Tied manually setting bios setting for the 6700k and ram; also tried Asus level up.

Running through windows performance toolkit manual right now to run event traces to find the culprit. Just noticed in procexplorer this morning that system idle process are eating up 50%+ of CPU time. So hopefully it's just a bad driver.

Eh, sounds more like malware.

Nope ruled that out with a clean install in case avast missed anything. Wondering if my user folder being symlinked off my ssd to secondary mechanical drive could cause any issues with caching in app data dir for both windows and nvidia shader cache. Going to try setting up another user account to rule it out. 
If it's not that it's got to be some driver or software bug that's just not jiving with my particular hardware combination.

I don't use any linking, so I don't know about it. I suppose you could be right about the caching.

If you're only using symlink for Oculus Home, then you can try backing up the data (info here), uninstall Oculus, reinstall Oculus while selecting the drive you want it on (make sure you have recent version of setup) and go from there.

I'm sorry in sorry should've been more clear, my actual user folder(my docs, music, vids, app data folders) for Windows is symlinked to a mechanical drive. Oculus home is on a dedicated ssd by itself. 
The user folder for Windows contain a hidden folder called appdata where most programs store user data, cache, settings and the like. So this morning I'm going to create a new Windows user which will create a new user folder on the OS drive instead of being symlinked. 

This is the one game I'd love to use for demoing to friends and of course the only one that doesn't run flawlessly. Drives me nuts when I can't figure out the root of a given problem.

Hum... Aside from appdata, you know you can just redirect the (library?) shortcut for doc, music, pics, vids... ? Right click change target location.

Going back to appdata, I generally ignore it and let Windows do its own thing. I might dig into it and copy some folders that hold settings and whatnot as backup, if I'm about to wipe my system.

Does your GPU run at max clocks?

No GPU-Z is reporting Perfcap Reason as Utilization(runnning video acceleration p-state, even with the driver being told to run at max perf). I've read elsewhere that can be due to not enough power being provided to the card, but also as the driver not changing to the proper p-state. I ran EVGA Precision K-Boost and NVinspec forced p-state( tried both for the f*ck of it) neither bore results.
I've got a new PSU on the way that will rule out power issues. Should be here by Thursday. 
Also tried assigning The Climb's exe to several other recent Cryengine games profiles without any results either. Tried Ryse, Sniper GW3, homefront. All recent CE4 engine games. The climb is CE5 though, only other CE5 games that's know is Robinson The Journey for PS4VR. So any version specific optimizations are out, noticed I don't have a profile for The Climb. Has Nvidia not optimized for it yet?

Thanks for all the suggestions everyone. If the PSU doesn't pan out I'm just going to get a 1070 and hope for the best.

I'm having the EXACT same issue as you.  980Ti, i5-6600K. I get like 20 FPS in the level select screen in the climb (using the oculus debug tool from the SDK.)  GPU at 20%, CPU around 70%.  Game is all over the place FPS wise.  As much as I hunt I can't find a bottleneck.  Tried clean uninstall of drivers using DDU, multiple driver versions, even updated last night again to 368.69. (361.43, 365.10, maybe others, also no luck)  Latest motherboard BIOS (MSI Z170A GAMING M7 - v1.0C), even rebooted three times. 😉

I did some benchmark tests on my CPU, it under performed terribly compared to what it should (using passmark.com).  Ran to Amazon, got a new i7-6700K, tested it, basically the same performance, maybe even worse. Table flip.

Ran Prime95, ran all my CPUs at 100%.  Ran HWmonitor, found that my processor is only getting fed around 60W.  Clock speeds at 4G, voltages steady at 1.2-1.3.  Nothing overclocked (for now).  According to http://www.silentpcreview.com/article1481-page5.html, the processor should be able to draw around 100W.  I'm wondering if my power supply just can't feed the processor or if the motherboard isn't allowing or providing enough to the processor, maybe other components are also suffering? I have a new ASUS Z170 PRO GAMING motherboard coming today, will update with my results.
