Problem with SteamVR OR OVR Runtime Server

I recently purchased my Rift Headset from Oculus and I have been encountering problems whenever I tried to use it with SteamVR. For those who are not familiar with SteamVR: it is a support program provided by Valve to be distributed and used alongside their distribution service, Steam. Most (not all) VR software acquired through Steam need to be accessed via SteamVR (such as Onward, Subnautica, BigScreen,..., etc).

In short, I can run VR programs that I got via Oculus stores and some VR program with a "Run this program with Oculus RIft" option which I got via Steam but I can not use SteamVR to gain access to VR programs (without that option) in Steam. I only got programs which are listed as Rift-compatible in Steam. Before continuing to describe my problem in details, I would like to provide some screencaps for better visualization: http://imgur.com/a/vWc7j

I ran OVRServer_x64 (from C:\Program Files\Oculus\Support\oculus-runtime) to get a readout from initialization to termination of SteamVR. From the look of it, something is prevent SteamVR from accessing the HMD. At first, I thought that SteamVR didn't recognize my HMD because it was plugged into the wrong HDMI socket. However, upon further examination (including forcing all the programs in Steam to run on the Dedicated GPU via modifying NVIDIA Control Panel), this doesn't seem to be the problem because I can still using Oculus Store and use all the program acquire from Oculus just fine.

SteamVR reported the problem as an "Error 307: A key component of the SteamVR isn't working properly" and the connect icons for the headset remain gray. I have contacted Steam Support and tried all of their suggestions, including:
- Run Steam (and OVRServer, OculusVR,..., etc) as Admin.
- Reset USB Ports.

If you are familiar with this issue or have a theory on how to fix it, please let me know in the comments below.

PS: Some further info regarding my system and setup:
Laptop: Eluktronics P650RP6 Premium VR Ready Gaming Laptop - Intel Core i7-6700HQ Quad Core Windows 10 Home 6GB GDDR5 NVIDIA GeForce GTX 1060 15.6” Full HD IPS 128GB Performance SSD + 1TB HDD 8GB DDR4 RAM

OS: Win10 x64
2 partitions (PART1 (SSD) partition for Window, the rest is kept on PART2 (SATA) - Oculus is installed (by default) on PART1 and Steam is kept on PART2)
