Yes, another user here who can't receive the sms to enable developer mode. i know that i can i use a credit card but to be honest i don't want to (i'm currently using a prepaid card with paypal on the store). I tried so many times to send that sms from chrome , edge , firefox even from my phone too. nope nada nothing. now i can't even try again because of too many codes requested. Btw the 2FA with the app work, TOO BAD developer mode require an SMS TEXT or CREDIT CARD. i even tried to call my carrier regarding this problem but too late! (basically i think they hang up on me since they were closing the calls for the day). Italy here if it helps
I managed to enable developer mode with a secondary card that i mainly use it online, i tought that card wasn't compatibile but it is.
i'll list my details here aniway since maybe it will be useful for improving the service.
My phone carrier is TIM, i have a somewhat decent reception here (i'm receving authentication sms from other services without issues). Airplane mode is not enable and i tried rebooting the phone at least three times. i tried updating the phone and it's app too but no result. i even tried to deactivate the spam blocker in the message app (google ) but that didnt work either. just to be sure i called my provider to ask if i have some sort of block on the sms and they said no. my phone is a POCO X6 pro 5g.

Do you have a strong phone network connection?
Have you confirmed airplane mode is not enabled?
Have you attempted rebooting your phone?
Does your phone have any OS updates available?
