Problems when adding a new user to Quest 3

I'm trying to add a second user to my Quest 3.  On auth.meta.com, it wants me to enter a code from my device.  On my Meta Quest app it ALSO wants me to enter a code to pair, even though it already paired.  I've not received any codes.  On my Quest the screen says to go to auth.meta.com to read about safety, and I can't get rid of that screen even rebooting it.  As soon as I click on the second account after re-boot, it goes straight to that screen again.  Can anyone help me with this?

I'm having the exact problem as above. I've looked at the article but it's of no help. We can't figure it out

Can you clarify how many digits the codes are that each are asking for? This will help us determine what you will need to do to get the required codes for both prompts!

It's asking for an 8 digit code but there's no code to be found and there's no option to even cancel or exit so it's stuck at that screen.
