Purchased pack for child but didn't receive anything

I'm a supervisor on our Quest 2s. My son wanted the summer pack for scary baboon. I accepted the game already. Purchased the pack for my kid, looked like everything went through. 

But nothing showed up for him. Now I look at the request on the app and it says pending purchase. And it just wants me to go through paying again, even though the money is already out my checking account for the content.

I messed up and paid for it twice now not thinking. How do I get the gift to him?

I have exactly the same problem with beat sabre.  I share the game with my daughter but when she sends a review request it just wants me to buy it again.  If a click through to he store  it then says pending purchase.  Trying to get support is impossible as it just sends me round in circles with no option to talk to anyone.
