Quest 2 has no tracking and stuck at controller pairing.

Didn't use Quest 2 for a long time, charged the battery and after the update to the latest firmware Quest 2 tracking disappeared with message Tracking Lost. I did a factory reset and now it asks to connect controllers and go through pairing and initial setup, but I sold my controllers a year ago and used Quest 2 just for racing sim so I'm stuck now on the controller animations screen.

As far as I understand, even at the controller pairing stage tracking should work, but it doesn’t and the image is dead center playing controller animation, and it's ignoring head rotation. If I take off my Quest 2 so that the built-in proximity sensor can see that the Quest 2 is no longer on, then I see that the rotation from the IMU sensor is working, but as soon as I put on the Quest 2 rotation disappears and image is locked in the middle, ignoring any rotations, why is this happening?

I connected Quest 2 to iOS app and launched Meta Quest Browser from there to bypass controller pairing and initial setup stage but because head movement is "locked" I can't use dot at the center with head rotation to select anything (and again, if I take off the Quest 2, I see that the rotation from the IMU sensor works, but as soon as I put on the Quest 2, everything locks at center).

I decided to try connecting a regular mouse via a USB-C adapter, now I can use cursor to select menus from Meta Quest Browser, from where I went to settings to turn off Headset Tracking to force it to 3DOF mode, BUT IT DOESN'T TURN OFF! Headset Tracking toggle just jumps back to ON and stays like that!

@Ryanality anyone familiar with how the initial setup works, why the cameras are turned off and there is no tracking?  How can I skip the initial setup stage if I no longer have controllers to pair with? Is there is some kind of safety mechanism that turns off cameras until the user goes through the initial setup? I can't even turn on developer mode because it didn't go through the initial setup after a factory reset. 

And why can’t I turn off Headset Tracking in settings to use Quest 2 in 3DOF mode??

Fixed by replacing all 4 tracking cameras. Now I can turn Headset Tracking off. Please allow 3DOF mode activation even without cameras!
