ive got a meta quest 2 and i wanted to play pcvr but when i go to the meta quest app it says that i can only play low quality games but whe i enter to a low quality game the screen in my headset show an infinite boot logo or a black screen if you want to know my pc specifications area radeon rx 6400 and an intel i5

Sorry but your rx 6400 is too low spec for PCVR. Actually about 1/2 the power of a rtx3050 (which is already a little too low spec for decent PCVR). Plus it doesn't have and encoder so PCVR with any Quest headset isn't likely to work. You'd probably need at least a rtx 4060 gpu if you want decent PCVR results imho.
A little bit of googling would have told you that the rx6400 is not a good gpu for PCVR. For example;
i9 13900K water cooled, RTX4090, Z790 MB w/wifi6e, 32Gb 6400 ram, 2x2TB SSD, 1000W PSU, Win 11, QPro, Q3, w/Link and Air Link, Vive Pro1 with Etsy lens mod and Index Controllers
