I've tried rebooting, factory reset on the Quest, factory reset on my modem, changing passwords, signing in and out of the app on my phone but NOTHING works. It is currently a very expensive paperweight, how do I fix this?

Maybe check your windows network settings and make sure you’ve selected Private, not public.
You may also try using your smartphone WiFi hotspot to help check out your Q2 WiFi is working. Otherwise contact oculus support I guess.
