I have a wuest 2 I bought from a friend. He had some apps installed and the option to share those with other accounts on the headset. I added my own account and it worked fine.
Then I wanted to make my own account the primary, and I didn't care if I couldn't still play his games. I did a factory reset and logged in with my meta account.
A list of apps popped up (free apps that I had on the first install, not his games, which is ok) and I tried to install them.. it just goes to "queued" and after a few seconds goes back to the install button. Nothing downloads. Even when I try to go to select the "hand movement" enable option, since it has to download and install a 30mb file, it never installs.
I've restarted the device, I've restarted my mobile app. I have Internet connection that works (I can play PC games online and my recorded videos do upload to the mobile app). I have done a factory reset several times and even did the clear app data method with side quest.
Nothing has changed the issue.

I believe - but I don't know it for sure - there are currently some server/software issues.... I saw similar posts from other users who can't download apps.
So I don't think, this'is something on your end, or has to do with the factory reset.
I assume, waiting is the only thing you can do right now.

Thank you! I'll research some more to see how many are reporting it as well. Is there a known issues source I can check out?

Did a little digging and found a resource which also confirms your information. Thanks for the help! I'll check it out when I get home
